Toffee Ice Cream Brownie Bars


For the brownies:
1 cup (2 sticks) unsalted butter
2 1/4 cups sugar
1 1/4 cups Dutch-process cocoa
1 teaspoon baking powder
1 teaspoon salt
1 tablespoon vanilla extract
4 large eggs
1 1/2 cups all purpose flour
1 cup chocolate chips
For the Ice Cream Layer:
1.5 quart of vanilla ice cream, softened
2 cups chopped Heath candy bars, divided
Salted Caramel Sauce
, for serving, if desired
